The Care Certificate standards were updated in March 2025 to align with sector developments and the introduction of the Level 2 Adult Social Care Certificate qualification.
To support the 2025 standards, a self-assessment tool and an assessor and employer guide are available. The other existing 2015 Care Certificate resources won’t be refreshed.
The 2015 Care Certificate standards and resources will be available on this webpage to support employers in transitioning to the updated 2025 Care Certificate standards until the end of July 2025.
Where learning programmes, resources and delivery models are currently used for Care Certificate standards delivery, it’s the owners (e.g. learning provider, employer) responsibility to ensure the content is up to date. The ‘Summary of changes March 2025’ document can be used as an easy reference tool to support this activity.

Resources to support you
Workers need to be assessed on what they know and what they do to show they understand and can carry out the standards in their role. Each standard must be completed and assessed before they can work unsupervised.
To assess if someone is meeting the Care Certificate standards, you must have a thorough understanding of and direct experience in what you’re assessing and be occupationally competent in that standard(s).

Download a template of the certificate to award workers who have completed the standards. An editable version is also available to add your logo (only valid if the Care Certificate logo remains on the top right and your logo appears on the bottom right).

Care Certificate assessors eLearning course
No formal requirements are needed for a Care Certificate assessor however, this course has been designed to provide the correct level of skill and knowledge.
Hosted by Health Education England eLearning for Healthcare (HEE e-LfH), the programme can be accessed via the e-LfH Hub.

Please note: employers must ensure the Care Certificate assessor is occupationally competent in the standard(s) before they’re delegated the role to assess others.
The workbooks are free downloadable resources to help you and your new workers cover parts of the Care Certificate standards.
Each standard includes knowledge content and ends with a section where learners can record their understanding.
There is no answer book to accompany the workbook. It's the employers responsibility to judge the competency of your workers and arrange additional training, support and supervision as required.

These resources have been developed to support workers achieve the minimum standards of the Care Certificate in job roles where more specialist skills are needed. They can be used for workers who are new to care, or for workers who are moving from one area of care into a more specialised service. The resources don’t replace any aspects or content of the Care Certificate standards.
We’ve developed a range of resources to help and inform you about the Care Certificate.
- The free to access eLearning is aimed at students and assessors and supports theoretical knowledge for each of the 15 standards. Post-session questions encourage reflection and discussion about how to apply each standard in their place of work.
Group activities - These group activities use real-life scenarios from social care settings to help you assess and develop the core skills of your workers.
Presentation information slides - We've developed a series of presentations to support the delivery of the basic knowledge required to complete the Care Certificate. These presentations complement the Care Certificate workbook.
Care Certificate flow chart - Future Directions has created a flowchart which can help you see the process you need to go through when putting workers through the Care Certificate.
Carer competency record - The Avalon Group have created a carer competency record to help monitor the progression and competency of carer's completing the Care Certificate.
Shared Lives Scheme guidance - Practical guidance for Shared Lives schemes on delivering the Care Certificate, focusing on how the assessment of performance (observations) can be incorporated into Shared Lives practice.
Support for home care providers and recruitment agencies - This guidance aims to highlight practical ways for homecare providers to deliver the Care Certificate.
Recruitment agencies - We’ve contributed to and recommend new guidance produced by the Recruitment and Employment Confederation (REC) the professional body for recruitment agencies in the UK. It helps members and their clients understand who is responsible for delivering different aspects of the Care Certificate, and how collaborative working can be mutually beneficial.
