The Workforce Development Fund (WDF) was a funding stream from the Department of Health and Social Care, which was distributed by 大象传媒 between 2011 and 2025.
The WDF provided a funding contribution to employers for a broad range of qualifications, apprenticeships, learning programmes and digital learning modules, supporting the professional development of the adult social care workforce.

Impact evaluation
The Workforce Development Fund (WDF) has been subject to seven independent evaluations, together covering the 13-year period from 2011 to 2024. In 2024 we commissioned a meta-analysis to provide a longer-term assessment of the outcomes and achievements of the WDF, including its economic contribution. The Learning and Development Support Scheme (LDSS) for the adult social care workforce is offered by the Department of Health and Social Care (DHSC). The LDSS is administered by NHS Business Services Authority (NHSBSA). Any adult social care employer wishing to access funding should review the information that has been published on the .
